Our fast growing organization is looking for a dynamic, experienced Program Manager. This person will plan, direct, and coordinate activities of the MC-21 ISSKOR System development program to ensure that program goals and objectives are accomplished within the prescribed time frame and funding parameters by performing the following duties personally or through subordinate supervisors.
This person will be managing 2-3 subordinate supervisors who supervise a total of 10-15 employees in the Project Engineering, Hardware Engineering, Software Engineering, Systems Engineering and Manufacturing. Also directly supervises 10-15 non-supervisory employees.
The Program Manager will carry out supervisory responsibilities in accordance with the organization's policies and applicable laws.
Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Additional Essential Duties and Responsibilities include the following. Other duties may be assigned.
Consults with management and reviews program proposals to determine goals, time frame, funding limitations, and procedures for accomplishing project, staffing requirements, and allotment of resources.
Develops program plans specifying goals, strategy, staffing, scheduling, identification of risks, contingency plans, and allocation of available resources.
Plan, manage and forecast the program management cost projection (PMCP) throughout the program period of performance.
Focal customer point of contact for all the program development related topics, continued new business development, and the addressing of all business related issues.
Formulates and defines technical scope and objectives of program.
Identifies and schedules program deliverables, milestones, and required tasks.
Coordinates recruitment or assignment of program personnel.
Coordinates recruitment or assignment of program personnel including assignment of duties, responsibilities, and scope of authority.
Directs and coordinates activities of program personnel to ensure project progresses on schedule and within budget.
Establishes standards, processes and procedures for program reporting and documentation.
Reviews status reports prepared by program personnel and modifies schedules and plans as required.
Prepares program status reports and keeps management, customers, and others informed of program status and related issues.
Confers with program personnel to provide technical advice and resolve problems.
Coordinates and responds to requests for changes from original specifications.
Develops business processes that ensure developed application meets all program requirements.
Develops and maintains technical and program documentation.
Confers and facilitate the development of the critical development plans such as quality assurance test plans, hardware development plan, software development plan, configuration management plan, and system verification and validation test plans.
Coordinates project activities with marketing, sales, engineering, operations, customer support, and customer staff to ensure goals and requirements are met.
Prepares and presents the statement of work , project costing and proposals for identified customer in conjunction with marketing & sales or customer account management.

Education and/or Experience
Master's degree (M. A.) or equivalent; or four to ten years related experience and/or training; or equivalent combination of education and experience.
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Proficiency in Using Microsoft Office and Microsoft Project.

Other Skills and Abilities
Understanding and experience in identifying program risks and establishing and managing mitigation plans.
Knowledge and understanding of the avionics industry standards such as: DO-160, DO-178, and DO-254. Understanding the Buyer Furnished Equipment (BFE) and Supplier Furnished Equipment (SFE) procurement process for aviation related products and services.
Must be able to travel 25% of the time.
